William S. Tempest was a resident of Calgary, Alberta, Canada, where he was a car dealer and publisher of the "Alberta Motorist." Tempest was a member of the organizing committee of the Banff Winter Carnival and was organizer of the dog sled event. Tempest was a friend of Norman Luxton
