Maxim Tomyn was the Secretary-Treasurer for the Municipal District of Sobor #514. The local government of townships 53, 54, and 55 in ranges 10, 11, and 12 was organized as Local Improvement District #27-H-4 in 1909, with Maxim Tomyn serving as its first Chairman of the District, becoming Secretary-Treasurer in 1911. He continued in that post until the Local Improvement District was converted to a Municipal District in 1913, then serving as secretary-treasurer of that body until his death in 1939.
Maxim Tomyn also served as Secretary-Treasurer for a number of local school districts in the area and of the United Farmers of Alberta local.

The fonds consists of correspondence files for the municipal district, school districts, and United Farmers of Alberta local that Tomyn served. There are also personal correspondence files intermingled with these records, as well as some financial records pertaining to the municipality and school districts.
Ken Bondarenko facilitated the donation of the records on behalf of the Municipality of Two Hills and the Tomyn family in 1971.
Further accruals are not expected.
The records were maintained by Maxim Tomyn until his death, at which point the records were stored in the Tomyn home. The records were then accidentally transferred to a new owner when the house was sold, and this owner subsequently gave or sold the records to Ken Bondarenko, a collector. Bondarenko attempted to sell the records to the Provincial Archives of Alberta but as he did not have valid claim to the records, the records were approved for donation by the Municipality of Two Hills and the Tomyn family.
