Issue: Prairie wheat pools, Quebec farm groups, and western farmers, unhappy with the abolition of the historic Crow's Nest Pass grain freight rates. Minister of Transport, Jean-Luc Pepin, startled by the opposition, must deal with protests and delays, and make further alterations.<br><br>
