Biographical history

Horatio Ray Milner was born in Sackville, New Brunswick in 1889, the son of William Cochrane and Althea (Smith) Milner. He earned his Bachelor of Arts from King's University in Nova Scotia in 1909, and a law degree from Dalhousie University in 1911. He was admitted to the bar in Nova Scotia in 1911. He moved to Edmonton, Alberta in 1912 and was admitted to the bar in Alberta that year. He began his career with Hyndman & Hyndman, and by 1930 was a senior partner in Milner, Carr, Dafoe & Poirier, which later became Milner, Steer, Poirier, Martland & Bowker and eventually simply Milner & Steer. Ray served overseas during the First World War, having joined the Edmonton Fusiliers. Upon his return to Edmonton, Ray became legal counsel to Northwestern Utilities, and took similar posts with Canadian Western Natural Gas Company Limited and Canadian Utilities Limited; from 1932 until 1949 Ray was the president of all three companies. He also served as vice-president of Trans-Canada Pipe Line until 1958. He was president of the Alberta Conservative Association for ten years, and served as Chairman for the Conservative Conference in 1942 in Port Hope, Ontario and for the National Conservative Convention in 1942 in Winnipeg, Manitoba. He served on the Edmonton Advisory Board of the Salvation Army for more than twenty-five years. His first wife Rina died in 1952; he remarried in 1954, to Veronica Villiers. Horatio Ray Milner died May 24, 1975 in Qualicum Beach, British Columbia.

Custodial history

P.L.P. Macdonnell, of Milner & Steer, Barristers and Solicitors, firm of Horatio Ray Milner and G.H. Steer, deposited the records in the Provincial Archives of Alberta in 1982. P.L.P. Macdonnell and J.M. Hope were the executors of the estate of Horatio Ray Milner.

Scope and content

The fonds consists of records related to Horatio Ray Milner's interest and involvement in politics, more specifically the National Conservative Party and its successor, the Progressive Conservative Party, and predominantly includes correspondence with such individuals as Arthur Meighen and John Diefenbaker.
