Biographical history

In 1938 Alberta government legislation required the amalgamation of small rural School Districts into larger School Divisions in order to improve administrative efficiency and quality of education. Foothills School Division No. 38, with headquarters in High River, encompassed a territory from Vulcan in the east to Turner Valley in the west, and from Cayley in the south to Okotoks in the north. It became operational in January 1939. By 1944 over 50 one-room rural schools were closed and replaced by 23 regional schools. By 1968 the schools of Okotoks and High River were amalgamated into the Division.

The fonds consists of records accumulated by Emanuel Randle, 1888?-1971, who was a trustee and chair of the school board. Includes minutes, agendas, financial statements, budgets, annual reports, lists of teachers, salary schedules, correspondence, staff circulars, and maps. Includes annual financial reports of the municipal districts of Dinton, Marquis, and Harmony (1938-1939). Includes one file of Emanuel Randle's personal papers, including prospectuses and statements from coal and oil companies (1930-1945).
