History

The Public Works department was started at the first Town of Red Deer meeting on July 6, 1901, initially as the Public Works Committee of Council. In 1907, it became a department reporting to the Mayor and Town Commissioner.

It moved around the organizational chart several times. In 1943, it was moved under Electric Light and Power, and then moved back out to its own area in 1946. In 1949, it moved under the City Engineer alongside Parks. Between 1954 and 1969 it was under Engineering but generally listed in the charts as two component parts (Roads and Utilities). In 1970, Public Works remained part of Engineering but was now referred to as Public Works again.

In 1995, Development Services division was created. Its member departments included Public Works, Engineering, Fire, Electric Light and Power, Land and Economic Development, and Bylaw / Inspections and Licensing.

Functions, occupations and activities

The functions of Public Works include road maintenance (snow and ice removal, paving, sidewalks), sewer maintenance (including water treatment and wastewater treatment from 1963 to 2006), maintain signage (including Waskasoo Parks), maintain the equipment fleet (including garage), and conduct building maintenance.

In 1961, the Wastewater Treatment Plant became a responsibility of Public Works. In 2006, Wastewater moved to the Environmental Services department.

The mandate of the Public Works department is to: ensure responsible policies, plans, standards and operations related to the roads infrastructure, fleet equipment, building maintenance and materiel management services are in place; ensure that The City’s infrastructure assets are maintained in optimum condition; provide financially sustainable support services in the areas of fleet equipment, building maintenance and material; and management services to City departments (City of Red Deer website, January 2017)
