Administrative history

The Public Works department was started at the first Town of Red Deer meeting on July 6, 1901, initially as the Public Works Committee of Council. In 1907, it became a department reporting to the Mayor and Town Commissioner.

It moved around the organizational chart several times. In 1943, it was moved under Electric Light and Power, and then moved back out to its own area in 1946. In 1949, it moved under the City Engineer alongside Parks. Between 1954 and 1969 it was under Engineering but generally listed in the charts as two component parts (Roads and Utilities). In 1970, Public Works remained part of Engineering but was now referred to as Public Works again.

In 1995, Development Services division was created. Its member departments included Public Works, Engineering, Fire, Electric Light and Power, Land and Economic Development, and Bylaw / Inspections and Licensing.

Custodial history

Records were transferred in 15 accessions between 2001 and 2018 per the City's records scheduling, retention and disposition schedule. Records were created as per daily business and operation function of the City of Red Deer's Public Works department.

Scope and content

Fonds consists of the administrative and operational records created, accumulated, and used by the Public Works department at the City of Red Deer between 1948 and 2007.

The types of records included are correspondence, memoranda, minutes and agendas, reports, news clippings (limited), statistics, charts, plans, and video tapes. The topics covered by the records include water treatment, waste water treatment, fluoridation, chlorination, snow removal operations, Environmental Advisory Boards, landfills, sewers, roads, institution of recycling and blue-box programs, Emergency Measures including 1993 Windsor Hotel fire, 1988 snowstorm and Red Deer River flood information, utilities, airport, Waskasoo Park signage plans, annual reports, safety, Red Deer Airport, external buildings and residential permit reports (2004-2005), paralegic ramps policy (accessible ramps policy), Summer Games, Westerner Parade, rodeo, and Sunnybrook South Neighbourhood Area Structure Plan.
