Biographical history
The City of Calgary's Law Department has developed around the office of City Solicitor. The City Solicitor has been responsible, from the time of the original appointment of such an official, for the provision of all necessary legal services to the City of Calgary. The Law Department which has evolved over the last century still fulfills that specific role of providing legal services to the City, although the City Solicitor is now assisted in this work by a large legal and support staff. The bylaw appointing the current City Solicitor, Bylaw 175/76, describes his duties in essentially the same terms as the City Solicitor's duties were described in Bylaw 925 of 1909. Prior to Calgary's incorporation as a City in 1894, the Town of Calgary employed a Town Solicitor beginning in 1885. For a time beginning in 1887, the offices of Town Clerk and Town Solicitor were amalgamated. See Bylaw 60, 1887. When Calgary became a City, the title of the office changed accordingly. After 1905, in accordance with amendments to the City Charter which gave Council the power to pass by-laws appointing any officials deemed necessary, Council regularly appointed City Solicitors by bylaw rather than resolution, as had been the previous practice. Scope and content
The fonds consists of the City Solicitor's records, as opposed to the records of other divisions within the department as it is currently structured. Most of the records were part of a single central filing system with nine series, numbered 1-9. Each of these series used the same sort of file coding system which is discussed below as part of each of the series descriptions. The records described in this inventory reflect the general legal work which has always been carried on by the City Solicitor and the Law Department. This is the work that is now done by the Law Division of the department. The Archives does not hold any records from the Claims Division or the Insurance Division. General Subject Files (6 series in the Law Department's filing system) comprise the largest portion of the Law Department records in the Archives. These records reflect the general work of the City Solicitor and his department over a period of more than fifty years and subjects reflect a broad range of internal and external issues. Subsequent series are much smaller. The litigation files (1 series) are case files of the City Solicitor and his staff relating to lawsuits in which The City was involved. The extent of these records in the Archives reflects only a small portion of litigation files created over time. Many more remain in semi- active storage.
