Biographical history
A number of offices have carried out various financial functions for The City of Calgary since its incorporation. Most of these were stipulated in the North-West Municipal Ordinance No. 4 of 1884. Section 67 of the 1884 Ordinance stated: "At its first or subsequent meeting the Council shall pass a by-law for the appointment of a Treasurer, Assessor, Collector, Auditor, Road- overseers, Pound-keepers and constables, and fix their remuneration." It was left to the discretion of Council whether of not to combine the functions of the Assessor and (Tax) Collector. The duties of the Assessor and regulations regarding assessment were described in Sections 70 through 101 conclusive, while those of the Collector were outlined in sections 102 through 114 inclusive.[1] The responsibilities of the Auditor(s) were outlined in sections 124 through 126 inclusive.[2];For more information regarding the City of Calgary, Finance Department administrative history, please link to the City of Calgary Archives homepage and click on the "fonds level descriptions" link.
